As founder and director of Midkiff Consultancy Services for more than 20 years, Bear Midkiff is one of Central and Eastern Europe’s most experienced defense and security market advisors. MCS specializes in helping Western companies navigate the political, regulatory, and industrial landscape of European defense markets—building the strategic partnerships and political architectures that underpin major programs and long-term market positions.

In an era where European content requirements, offset obligations, and industrial cooperation frameworks shape every significant procurement decision, MCS provides what cannot be acquired off the shelf: direct access to decision-makers, deep cultural-political intelligence, and the ability to craft blended political and technical strategies tailored to each country’s values and priorities.

CAREER BACKGROUND

MCS was contracted for Midkiff to serve in a virtual role of Vice President for Central and Eastern Europe for John Cockerill Defense for several years, where he had a dual role as mentor to young executives and lead for future product development planning. Prior to that, he served as the Director of Business Operations for Textron Systems in EUCOM. Living in Europe for over 20 years, he has worked with a broad range of U.S., European, and Israeli companies, primarily in the defense sector: Raytheon, Lockheed Martin, Harris, Diehl, Alenia Aeronautica (now Leonardo), and many others.

Midkiff also served as the Managing Director of ERA a.s., a Czech defense and aerospace company specializing in multilateration and passive observation technologies—an experience that provided deep insight into European defense operations, regulatory environments, and the dynamics of building industrial capability within the region.

RELATIONSHIPS & ACCESS

Midkiff maintains senior-level relationships across the European defense industry and political landscape, built over two decades of sustained engagement. These include direct contacts with decision-makers in defense ministries, procurement agencies, OEM leadership, and parliamentary defense committees throughout Central and Eastern Europe. This network is not transactional—it reflects long-term trust earned through consistent, ethical engagement and recognized contributions to regional security cooperation.

MILITARY SERVICE

Prior to his business career, Midkiff served thirteen years in the United States Army as a helicopter pilot, completing multiple overseas assignments including tours of duty on four continents. He has over 2,500 flight hours in both combat and peacetime environments. This operational background provides a practitioner’s understanding of what works in the field—an essential perspective when evaluating technologies, positioning products, and advising on capability requirements.

Additionally, Midkiff served as a Foreign Area Officer specializing in European operations. While assigned to the U.S. Embassy in Prague, he assisted with the establishment of the Office of Defense Cooperation. During the first-round expansion of NATO, Midkiff was one of seven foreign military representatives to receive a special medal for his efforts to help the Czech Republic’s NATO accession process.

EDUCATION & LANGUAGES

Midkiff’s educational background includes a Bachelor of Science in Economics from the University of Tampa; a Master of Business Administration from the University of Pittsburgh, Joseph M. Katz Graduate School of Business; and a Master of National Defense Planning from the Military Academy in Brno (now the National Defense University of the Czech Republic). Midkiff is fluent in the Czech and Slovak languages.
